In-House Drones for Construction? Read this First!

If you’re an ENR Top 400 contractor, you already know drones are no longer a novelty. They’re baked into progress tracking, earthwork quantities, as‑built documentation, and marketing for every serious player. What’s less obvious is how hard it is to build and sustain an in‑house drone division that actually delivers accurate, defensible data across dozens of sites, week after week, without blowing up your risk profile or your budget.

We fly in the most painful airspace there is: the Washington, D.C. Flight‑Restricted Zone and surrounding Mid‑Atlantic states. If a drone program can work here, it can work anywhere; but getting it to work is not trivial, and that’s exactly what this post is about.


It’s Not Cheap

I hear it all the time. “We’ll just buy a few drones, send a couple of employees to get their Part 107, and boom! Instant cost savings.” On paper, it looks great. In reality, by the time you have a safe, compliant, repeatable workflow that generates deliverables that your surveyor and PMs actually trust, you’re deep into real money and management overhead.

For a basic internal program, you’re not just “buying a few drones”. You’re building a mini aviation department. Think SOPs, training, maintenance, insurance, software, regulatory compliance, data QA/QC, and airspace authorizations. None of that is optional if you want reliable deliverables and minimal legal exposure. Let’s look at the steps in one possible scenario.


Building the Operational Framework

Before anyone even powers up a drone, you need an operational framework. That means you’re writing (and maintaining) full‑blown SOPs, not a one‑pager taped to a job trailer. At a minimum, this needs to cover:


  • When and where drones are allowed to fly on your jobs.

  • How pilots are trained, tested, and certified.

  • Who is eligible to fly.

  • Who can authorize flights.

  • How missions are planned, logged, and archived.

  • How you manage airspace checks, NOTAMs, and site‑specific risk assessments.

  • Standard flight profiles for mapping, stockpiles, inspections, and marketing content.

  • Safety and emergency procedures, abort criteria, and incident reporting.

  • Data handling: where imagery goes, how it’s processed, how long you keep it, and who can access it.


Pilots, Program Managers, and Reality Checks

If you’re operating across multiple states with dozens of concurrent projects, that framework has to be scalable. You’ll need a designated drone program manager or division lead whose job is to keep this living system up to date as regulations, hardware, and company needs change. That’s not a side hustle for an already maxed‑out project manager; that’s a role. You’ll need:


  • A program lead who understands aviation risk, construction workflows, and regulatory requirements.

  • Field pilots who can safely operate in active construction environments and still bring home usable data.

  • Someone handling regulatory currency, training, and documentation.


Every Part 107 (drone) pilot has to pass the FAA knowledge test and stay current on a 24‑month cycle, and your internal policies may require more frequent training and proficiency checks to ensure consistent data. Add in onboarding for new hires, remedial training after incidents, and keeping everyone aligned on current SOPs, and you’ve now taken on a permanent training and compliance function.

If you want advanced workflows—survey‑grade mapping with RTK/PPK, tight volume calculations, or high‑risk environments like the D.C. FRZ—you’re adding another layer of specialization. It’s one thing to fly a basic mapping mission on a greenfield site in uncontrolled airspace; it’s another to manage high‑accuracy missions in restricted zones with multiple trades, cranes, and public roads in play.


Hardware

With constantly-changing regulations and “bans” on Chinese and other foreign drones, the hardware piece is quickly becoming harder at figuring out than a game of Three Card Monty. For a basic setup that can handle construction imagery, you’re looking at aircraft with these features:


  • Capable of capturing at least 20 MP stills and 4K video.

  • Mechanical shutter.

  • Programmed/repeatable missions.

  • Satellite positioning.

  • Multi-axis gimbal for stabilization.


Those airframes, plus batteries, chargers, spare props, cases, and a few basic accessories, typically land you in the low‑ to mid‑four‑figure range per kit. That’s before you buy back-up aircraft, because yes, you’ll need them. Drones have incidents, batteries age, and you cannot afford downtime because the only drone assigned to the site is out for repairs.

For advanced survey‑grade work, you’re now in RTK/PPK territory, with aircraft designed for higher positional accuracy and longer flight times so you can efficiently cover large earthwork or infrastructure sites. Those rigs, with the associated base stations, ground control targets (like smart GCP units), and support gear, can easily run into the high four‑figure to five‑figure bracket per complete setup. You’re also going to want:


  • Redundancy at the advanced level for critical projects.

  • Specialized payloads as use cases expand (e.g., zoom for inspections, thermal for roofs or utilities).

  • Enough batteries and charging infrastructure to handle multiple missions in a day.


Regular hardware refresh means new equipment regularly. Hardware ages. New aircraft and sensors arrive. Batteries cycle out. Firmware and compatibility issues push you toward newer platforms. If you want to stay current with industry expectations, you’ll need to refresh some part of your fleet every few years.


Software

Assume you’re processing in the cloud. This might simplify infrastructure, but it doesn’t simplify cost. For a construction‑focused drone division, your software will usually include:


  • Flight planning apps for automated missions and fleet management.

  • Cloud photogrammetry for orthomosaics, 3D models, and point clouds.

  • Volume and cut/fill analysis tools.

  • Plan overlay tools to compare as‑built models with the design.

  • Flight logging and maintenance tracking software.

  • Possibly separate tools for inspection workflows and punch lists.


Many of these are subscription‑based and priced per pilot, per drone, or per project/volume tier. And you can usually find a service that includes many of the tools built in. As your program grows from “two test sites” to “dozens of jobs,” your subscription tiers climb quickly, often faster than your internal budgeting assumed.


Compliance and Airspace

If you operate in the Mid‑Atlantic, you already know our region has some pretty tough airspace. The Washington, D.C. Metropolitan Flight Restricted Zone (“DC-FRZ”) places strict limits on unmanned aircraft operations. Flying there is flat‑out prohibited unless you obtain specific FAA/TSA authorization and follow the specified steps to activate, fly and communicate with FAA and TSA before, during and upon termination of each flight. That means:


  • You’re not just obtaining a “LAANC” approval. You’re dealing with a multi-part safety and security vetting process for your aircraft, crew, and location.

  • Authorizations are address-specific and require site owner approval, extra drone crew members, and, in many cases, a government sponsorship letter and law enforcement escort during each flight.

  • You’ll need someone on staff who understands what can and cannot be requested, how to structure those requests, and how to maintain compliance once approvals are granted.


Training, currency, and keeping up with change

Drones are not static. Regulations change. Platform capabilities change. Your own risk tolerance (and that of your clients and insurers) changes. Internally, you have to manage:


  • Part 107 currency tracking and renewals for every pilot.

  • Flight and fleet-management software changes and updates.

  • Internal recurrent training: new SOPs, new hardware, new workflows.

  • Scenario‑based training for emergencies and incidents.

  • Site‑specific training for high‑risk environments (busy urban sites, highway work, airports, restricted zones, etc.).

  • Ongoing education to keep your team aware of regulatory updates.


You’re competing for pilot attention with all their other responsibilities. When schedules get tight, training and documentation tend to get lost in the shuffle. You’ve got to have practices in place so that doesn’t happen.


Insurance and Risk

Bringing drone operations in‑house also entails aviation‑style risk. Your general liability policy isn’t automatically built for UAV operations at the level you’re about to undertake. You’ll be looking at:


  • Dedicated liability coverage at seven figures per occurrence for drone ops.

  • Hull insurance on the aircraft and payloads, typically a percentage of equipment value per year.

  • Potential increases in your overall risk profile depending on how your insurer views unmanned operations in active construction zones.


As equipment value climbs, from basic rigs into RTK/PPK aircraft and higher‑end payloads, your hull premiums climb with it. That’s before you factor in any deductibles or exclusions around pilot qualifications, night operations, operations near people, or complex airspace.

If you’re seriously considering starting a drone division, weigh the costs and options. It might not be worth the headache and exposure it brings in the long run.
